What licences and registrations do you need?

There is no single national preschool licence. You need local registrations, a trade licence, a fire safety NOC, health clearance and staff police verification.

Preschools sit outside the Right to Education Act, so no central authority issues a preschool licence the way a school receives board recognition. What applies is local. You will typically need a registered business entity, a municipal trade or establishment licence, building and land use approval for educational use, a fire safety NOC, health and sanitation clearance, police verification for every staff member, and an FSSAI licence if you serve food. 

Some states also run their own play school registration process, and that list keeps changing as states respond to NEP 2020.
